Unless the Forest Service Plan has gone into effect, I don't think any changes have occurred. I don't think the FS rewrites laws very often.

Maybe they have been slack enforcing the laws with University groups? Maybe they cut them a break? Or maybe somehwere in all the legal mumbo jumbo there is an actual statement which excludes them.

JB, I really applaud you for your education of the groups you take climbing.
Maybe if I worked for a University I would still be guiding, because as a private guide service, you really have so much to keep up with if you want to stay legal.

It might be difficult to follow, but the University's clubs are usually not for profit, therefore do not fall under those FS laws. Eventhough University's are of course for profit. Even though schools may charge individuals for a group to go climbing, it is consider "not for profit". Therefore a permit is not needed. Those FS rules apply to for profit guide services.
