Are you sure your not seeing Red Tail or Marsh Hawks. Perigrans were wiped out of the area in the forties.

There have been some released in the area recently but I don't think they have returned.
I too was buzzed by one in Oregon. It was pretty gnarly.

I forgot to mention that there are a few Trad lines that can go up as well.
