Sad thing is that the dog you hit was probably left out on the highway intentionally for you to hit. I can't believe people actually do that but they do.
Does he have a strange bear claw like appendage protruding from his neck? He kep petting it.

If you love your dog so much, why do you let it roam free where it can get hit? I don't want to sound mean here, but cars are moving VERY fast on that road. They can't stop in time for a dog that runs out there. Not to mention that every 3rd house in the area has at least two dogs that chase cars down the road. Anyways, keep a leash on them if you love them.
Sarcasm is a tool the weak use to avoid confrontation. People with any balls just outright lie.

There is this dog I know. He posts up in its front yard waiting for people to drive by so he can run down the ditch-line after them. Barking the whole way!! Cool dog. Sometimes I slow down just to watch him run.
